Mono-material packaging gains traction as regulations tighten

Regulatory pressure is accelerating the shift away from multi-material structures toward simpler, single-material designs.

As global packaging regulations continue to evolve, mono-material packaging is emerging as a key strategy for improving recyclability and meeting compliance targets, according to new research from GlobalData.

With the European Union’s Packaging and Packaging Waste Regulation (PPWR) set to take full effect in August 2026, regulatory pressure is accelerating the shift away from multi-material structures toward simpler, single-material designs. Mono-material packaging — typically based on paper or polyolefin materials such as PE and PP — reduces the need for material separation and simplifies recycling for both processors and consumers.

“Regulators around the world are including elements into packaging legislation that promote mono-material solutions,” says Richard Parker, principal consumer analyst at GlobalData.

The trend is also supported by consumer behavior. According to GlobalData, a growing share of consumers now view recyclable packaging as either essential or highly desirable, reinforcing the push toward simpler formats.

However, challenges remain. Replicating the performance of multi-material laminates — particularly in areas such as barrier properties and durability — continues to require ongoing material innovation.

GlobalData notes that as regulations tighten and sustainability expectations increase, mono-material packaging is quickly shifting from a niche solution to a baseline requirement for packaging design.
